REPORT FRAUD / COMPLAINTS

The Kansas City, Kansas Housing Authority (KCKHA) is committed to preventing and combating fraud, harassment, waste and program abuse and we encourage all program participants, staff and general public to report such activities.

What Kinds of Complaints Can Be Submitted?

We take seriously all credible allegations involving:

  • Housing Fraud: Violations to the lease, family obligations, regulations, or other program requirements.
  • Customer Service: Complaint where the assistance provided by KCKHA staff was not resolved to the individual’s satisfaction and additional information or follow-up is requested by the individual.  It may be the result of misconduct that involves KCKHA employees, contractors, vendors or clients, during the course of conducting KCKHA business.
  • Sexual Harassment/Discrimination: KCKHA has a strict policy against sexual harassment and other forms of discrimination against residents and applicants, which can be found in its Nondiscrimination and Appeals Hearing Policies and Procedures. Your complaint of harassment or discrimination will be reviewed by the PHA Executive Services Manager in accordance with these procedures to determine if the alleged acts may violate rules and regulations governing Fair Housing and Equal Opportunity in housing and employment. Reports of sexual harassment or other discrimination should be reported immediately, and such reports can be made anonymously.  Please refer to the attached documents (Nondiscrimination) (Appeals Hearing) and our commitment to ethics and services, and how to report sexual harassment.  You should email report@kckha.org to provide your statement.
  • Criminal Activity: Complaint where the law is violated, such as drug or criminal activity.
  • EXCEPTION: If the complaint is related to an employment issue, please call 913-281-3300 or email hr@kckha.org to provide your statement.

How Do I Submit A Complaint?

What Information Do I Need?

In order to investigate and act on the allegation, we need you to provide as much identifying information as you can regarding the suspect, the victim, and the details of the incident.  Your information should include the following:

  • Who committed the fraud or program violation?  What exactly did the suspect do?
  • Name
  • Address
  • Telephone Number
  • Date of Birth
  • Social Security Number
  • Where did the incident occur?
  • When did it happen?  Is it still taking place?
  • How did you become aware of the incident?  Were you there?
  • Were any other persons involved?
  • Has anyone else (e.g. police, property manager, etc.) been notified?
  • Documentation supporting the claim, such as the following:
  • Police reports or police report file numbers
  • Court documents
  • Written correspondence
  • Photographs
  • Voicemails or other recordings
  • Video

If you are a tenant/program participant, you may also need to provide:

  • Last four (4) digits of Social Security number (for verification purposes only)
  • Current address and phone number

Confidentiality of Identity

The KCKHA understands that informants may believe that disclosing identities may subject them to retaliation, place them in danger, or create other problems.  The KCKHA will protect the identity of complainants to the maximum extent possible allowed by law, and only release your identity to those officials who need to know.  This statement of confidentiality also extends to KCKHA employees.

However, please understand that your decision for anonymity may limit the ability to conduct a complete investigation.  We ask, at a minimum, that you leave a method of contact (telephone or email) in the event that the investigator requires more information.

Disclosure Policy

The KCKHA reserves the right to act or not to act on any information provided, unless it is required to do so by law.  Furthermore, the KCKHA cannot provide information regarding the current status of, or what action was taken regarding any allegation reported to us.  Federal regulations prohibit the disclosure of information contained in law enforcement records even to the individual making the allegations.

Unless contacted directly by one of our investigators, there will be no communication from our office.  Under no circumstances will we provide you with the status of an action taken on an allegation.  If you are a KCKHA employee the KCKHA may not take action against you solely because of your submission of an allegation.  Federal laws protect employees from reprisals by their employers for “whistle-blowing” on suspected improper or illegal activity.

Privacy Act Notice

Information that you submit will be used to conduct investigations into fraud, waste and abuse in connection with the programs and operations of the Kansas City, KS Housing Authority.  Your submission is voluntary, and there is no penalty for failing to report a possible violation.  However, you may be subject to possible criminal or civil penalties for intentionally reporting false information to the KCKHA.  We may make disclosures of information you submit to others, including other federal and state law enforcement agencies, as necessary, in order to complete our investigation, or as required under federal law.
